Durkheim was always concerned to distinguish the causes of a social fact from its functions, and the division of labor was no exception. Strikes of various kinds became important organizing tools of the CIO. The tremendous gains labor unions experienced in the 1930s resulted, in part, from the pro-union stance of the Roosevelt administration and from legislation enacted by Congress during the early New Deal.
